El Mundo leads with a statement from the Socialist ‘lehendakari’, Patxi López, who has said giving concessions to the PNV would threaten social security.
El País considers the keys to the negotiations as the belief takes hold that a failure to pass the budgets would result in an early election.
ABC has a large front page photo of Patxi López and captions that he has started the rebellion against Zapatero. The paper says he has joined the criticism of other top Socialists and marked the red line for the Government in its dealings with the PNV in the attempt to try and save the budget.
La Razón notes that Catalan party CiU has called for the PNV to force an early election by not supporting the budget.

El Mundo notes that José Montilla, Catalan President of the Generalitat, has corrected reports from the Councillor for Universities and Innovation, Josep Huguet, and university professors in the region will not be called on to speak Catalan as reported.

El Mundo notes that the pro-Sahara Spanish activists are angry with the Ministry for the Exterior for, as they see it, believing Morocco more, regarding their arrest and alleged beating up by Moroccan police.
ABC says the Spanish Foreign Ministry supports the Rabat thesis and says that the aggressions against the Spaniards are not proved.
La Razón notes that members of the PSOE Socialist Party have travelled to Cuba to meeting with members of Castro’s government.

El País highlights that the State Deficit has reduced by half after the Governments measures, with the IVA increases and cuts resulting in a surplus in July.
ABC considers the fear of the IVA increase has masked the deficit, considering that people brought forward purchases to avoid the tax. The paper highlights that Spain has doubled the European average for unemployment for the fourth consecutive month.
Público graphically explains how the brakes have been put on the deficit on its front page. It says the black hole in the public accounts has reduced by nearly half in a year thanks to the increase in income from IVA/VAT and the cancelling of the 400 € tax rebate.

El País notes that a network which sexually exploited men has been broken up in Spain. It says that dozens of young men from Brazil fell into the hands of the organisation.

Público warns that the real estate market is showing symptoms of weakness again, with a 10% fall in the number of mortgages taken out in June.

In international stories;-
El Mundo reports that the United States has asked Zapatero to better defence the Spanish presence in Afghanistan and says that the White House is frustrated by the increasing lack of popular support for the mission being carried out by the Spanish military.
Meanwhile the paper notes that the Partido Popular are to demand the Prime Minister keeps his promise to give explanations to Congress.


El Mundo has a front page photo of Barack Obama meeting troops back home from Iraq, and notes he opted for caution rather than victory. ‘We cannot call victory in Iraq’, he said, speaking from the oval office.
El País notes he was speaking after the withdrawal of combat troops from Iraq, and that he said that there was still a lot of work to be done. The paper notes that the Baghdad Government has proclaimed the new sovereignty of the country.
La Razón says that Obama has left Iraq without declaring victory and with the country deep in chaos.

El País reports that the killing of four Israelis close to Hebron last night is threatening the peace process as talks restart in Washington today.

La Razón reports that Franklin Brito has died after several months on hunger strike in Venezuela in protest at the compulsory purchase of his land. It notes that the Cuban dissident Fariñas has blamed the death on Venezuelan President, Hugo Chávez.

Sport
El Mundo notes the disappointment in the Spainsh basketball side in the world championships. They have been beaten again, this time by Lithuania.
Público says Spain was ridiculous before the world with the 73-76 result.
El País note that the latest defeat complicates the route to the final.

Kate Moss has taken off her clothes again, according to La Razón. The paper says that she has beaten all records with her 30 Vogue covers.

And finally,
El Mundo has a photo of the Development Minister, José Blanco, on its masthead today. It says he has been operated on by ‘jet set’ surgeons so he no longer needs glasses.
